Council passes fall appropriation adjustments after debate over Wrenford Way charge; Sax abstains

Council approved Ordinance 2024-78, a set of fall appropriation adjustments, following debate about how to categorize a $14,950 architect contract for the Wrenford Way project.

Finance Director Dennis Kennedy told Council the expense had been posted to the road repair line because detailed project information was not available at the time; Mayor Michael Brennan and Councilmembers debated whether the cost should be treated as a capital improvement eligible for grant reimbursement. "If Council pursue[s] and the City is successful in getting grant funding this amount would then be subject to reimbursement," Kennedy said.

Council suspended the rules to consider the ordinance on an emergency basis and then approved it. On the final roll call, all voted "aye" except Sheri Sax, who abstained; Mayor Brennan questioned whether an abstention was procedurally appropriate after participating in the discussion and requested Law Director Bradric Bryan review the point of order.

Council also used the discussion to refer a separate personnel ordinance (Ordinance 2024-77, Community Development Coordinator) to the Building Committee for further review; members asked for job descriptions and salary information to compare responsibilities with the Housing & Community Development Director before considering new funding.
