Staff noted that other cities typically charge by dwelling unit and that the city attorney recommended rewriting the code to explicitly reference charging each dwelling unit. The council asked staff to wait for the city attorney’s draft before placing an ordinance on a future agenda.
Planning staff recommended amending code chapter 16529 to measure the 25‑foot visibility triangle from the street right‑of‑way/property line (not from pavement) and suggested allowing a 4‑foot corner fence (with a limit of 30% solid) instead of the current 3‑foot standard. Council asked that draft ordinance language be returned for formal consideration.
