Swisher adopts sewer billing changes, approves major pay application and small change order

At its Oct. 14 meeting the Swisher City Council approved a set of measures affecting the city’s sanitary sewer system and ongoing Sanitary Sewer Project.
Council adopted Ordinance 08-2024, which adds definitions for “Connection” and “Dwelling Unit” in Chapter 95 of the City Code and specifies that each multi-family dwelling unit should be identified as a separate customer. The council also adopted Ordinance 09-2024 to add a Multi-Family Residential classification for sewer service charges. Both ordinances were adopted after the council waived separate second and third readings.
On the construction side, the council approved Resolution 64-2024 to pay Dave Schmitt Construction Co., Inc. $291,480.20 (Pay App #6) for work completed through Sept. 30, 2024 on the Sanitary Sewer Project, and approved Change Order #3 (Resolution 65-2024) for $1,225.02, bringing the project total to $3,568,485.63. The council also approved Resolution 63-2024 contracting with AccuJet LLC for $25,930.16 to televise Regions 1–4 as part of the 2024 Sewer Maintenance Program.
These measures were recorded in the official minutes and approved by council motion. The ordinances change billing practice by making each multifamily unit a separately billed customer; implementation details (billing start date, rate calculations per unit) were not specified in the minutes and will require administrative follow-up by Finance and Public Works.
