Swisher council approves sewer contracts, ordinances, appointments and a 1% local-option sales tax election

The Swisher City Council on Oct. 14, 2024 approved a sequence of contracts, pay applications, code changes and elections related to sewer infrastructure, taxation and city governance.
Council approved Resolution 63-2024 to contract with AccuJet LLC for $25,930.16 for the 2024 Sewer Maintenance Program to televise Regions 1–4; and Resolution 64-2024 to pay Dave Schmitt Construction Co., Inc. $291,480.20 (Pay App #6) for Sanitary Sewer Project work through Sept. 30, 2024. The council also approved Change Order #3 (Resolution 65-2024) adding $1,225.02 to the Sanitary Sewer Project, bringing the project total to $3,568,485.63. These motions were made and carried during the regular meeting.
The council approved Ordinance 08-2024 to amend City Code Chapter 95 (Sanitary Sewer System) by defining “Connection” and “Dwelling Unit” and clarifying that each multi-family dwelling unit is a separate customer. It also approved Ordinance 09-2024 adding Multi-Family Residential as a classification for sewer service charges. The council waived separate 2nd and 3rd readings and adopted both ordinances during the meeting.
Separately, the council approved Ordinance 07-2024 to amend Chapter 165.29 (Supplementary District Regulations) to allow increased fence heights within 25 feet of an intersection and to clarify the corner-lot diagram; that ordinance was also adopted after waiving separate readings.
On taxation, the council voted to set a Local Option Sales Tax special election for March 4, 2025 (Resolution 69-2024) and approved Resolution 70-2024 to impose a 1% local option sales tax effective July 1, 2025, with no sunset and specified uses for the revenue. Both measures were approved by recorded motion.
The council approved several personnel and intergovernmental items: appointments of Adam Hofmann to the Parks & Recreation Board (term to Dec. 31, 2027) and Rosemarie Olney to the Zoning Board of Adjustment (term to Dec. 31, 2025); and a 28E Agreement with Johnson County and the Johnson County Sheriff’s Department for law enforcement services covering July 1, 2025–June 30, 2030.
In other business, the council approved event permits and street closures for DanceMor’s Hailey Whitters concerts (Nov. 22–23) and decided the city would not hire Deputy Reserves for those events. The council also approved an estimate to relocate siren equipment from a building scheduled for demolition.
Votes at a glance (as recorded in the minutes): Resolutions 63–70, Ordinances 07–09, appointment resolutions and the 28E agreement were passed by the council as noted in the official record. The motion directing the Bonding Attorney to begin repurposing Series 2020A bonds to acquire 122 Rose Ave SW carried with Council members Michael Stagg, Adam Roeder and Curt Cline voting aye and Daryl Hynek voting nay. The meeting adjourned at 7:34 p.m.
