Council member Eric Bassett moved to suspend the rules; Charlie Martin seconded and the transcript records that all present voted in favor of the suspension. A second and final reading followed by caption only. Council member Kent Miller moved to adopt the ordinance; Bassett seconded and the transcript again records that all present voted yes.
