Hicksville council approves ordinance, with split vote on paying an ALTA survey bill

The Hicksville Village Council handled multiple administrative actions at its Nov. 17 meeting, approving an ordinance on second reading and taking a split vote on payment of a contractor invoice.
On procedural business, Eric Bassett moved and Charlie Martin seconded approval of the Nov. 3 meeting minutes; the motion passed unanimously. A bills list was then presented. Council member Eric Bassett moved to approve payment of all bills except the cost of an ALTA survey until documentation could be produced showing the village had agreed to pay that bill; Charlie Martin seconded. Rob Bailey, Toni Egly, Eric Bassett and Charlie Martin voted to approve the bills with that exclusion; Kent Miller voted no.
Solicitor Avery Demland presented ordinance readings. Rob Bailey moved to suspend the rules; Eric Bassett seconded and the suspension passed by voice vote. On the motion to approve Ordinance 2025-18 on second and final reading, Rob Bailey moved approval and Eric Bassett seconded; all council members voted yes and the ordinance passed.
At 6:30 p.m. the council entered executive session to discuss possible property acquisition on a motion by Charlie Martin, seconded by Eric Bassett. The motion passed with Bassett, Egly, Martin and Beverly voting yes and Miller and Bailey voting no. Council returned to regular session at 7:40 p.m. with no further action taken. The meeting was adjourned on a motion by Eric Bassett, seconded by Kent Miller; all voted yes.
