Swisher council votes to initiate annexation steps to unlock bond-funded projects

The City of Swisher council on Aug. 12 voted to direct staff to refine cost estimates and initiate contact with the county to pursue annexation of the area referred to in discussion as the Dean (Dean/She) annexation. Staff told the council that remaining tax-exempt bond proceeds in the city’s capital project fund must be spent within approximately one year and recommended clarifying how much the county will require the city to reimburse for prior costs before approving annexation formally.

An engineer briefed the council on constraints tied to the capital project funding and described a working estimate for how the remaining funds could be applied to streets, sanitary, storm or water infrastructure. Councilors emphasized they were voting on intent to move the process forward — refining estimates and opening formal contact with the county — not on a final appropriation or the annexation ordinance itself.

Councilors discussed schedule and steps: staff will request a written reimbursement figure from the county, further refine engineering estimates (including setting aside probable engineering fees), and bring the definitive reimbursement and annexation items back to the council for a formal vote. A roll-call vote to proceed with initiating contact and refining the estimate carried.

Council members noted the annexation process includes additional procedural steps at the county and that the county must agree to any reimbursement amount; staff said a final annexation vote would return to a future council agenda once the county provides a definitive dollar figure.
