Hicksville officials report near-complete wet well, await AEP hookup; council approves two hires

Village Administrator Cory Wann told the Hicksville Village Council on Nov. 3 that construction of a new wet well is nearly complete: electrical service and a concrete slab were installed Oct. 29, and the remaining work is pouring the valve-vault floor. Wann said the final completion timeline depends on scheduling by American Electric Power (AEP) for final electrical hookup and estimated overall completion by the end of November 2025.
Wann also updated council on the Columbia and Hattery Street Water Main project submitted to the 2025 Community Development Block Grant (CDBG) program. He said the engineering estimate for that project is $605,818 and the village requested $470,000 in grant funds; official award notifications from the Ohio Department of Development (ODOD) are still pending.
Council approved two personnel hires during the meeting. Ron Beverly moved to hire Jed Hullinger as a Laborer I for the Street Department; Charlie Martin seconded and the motion passed unanimously. EMS Chief Bruce Silcott requested the hiring of Paramedic Noah Welch (a candidate from Indiana who will require an Ohio reciprocity certificate); Charlie Martin moved and Rob Bailey seconded the hire, which passed unanimously. Silcott also announced that EMS employee Bob Meyer will retire Dec. 31 after 45 years of service.
