Hicksville council approves 2026 pay ranges and appropriations; approves emergency finance and appointment measures

Hicksville Mayor Michael Barth called the Dec. 1 meeting to order and the Village Council approved key budget and personnel measures for 2026.
At the meeting, Councilmember Charlie Martin moved and Rob Bailey seconded approval of Ordinance 2025-16, which amends pay ranges for 2026. The motion passed with votes from Eric Bassett, Toni Egly, Kent Miller, Charlie Martin and Rob Bailey; Councilmember Ron Beverly voted no. Council later approved Ordinance 2025-17, the Annual Appropriations for 2026, on a motion from Martin seconded by Egly; that measure also passed 5–1 with Beverly opposed.
Council also approved a set of emergency-read and approved ordinances authorizing agreements and appointments. The council unanimously suspended rules and approved Ordinance 2025-23 authorizing the mayor to sign an agreement with Flex Financial. Ordinance 2025-24, appointing Brian Demland and Cory Wann to the TIRC Council and declaring an emergency, was similarly advanced by suspension of the rules and approved unanimously. The council gave first reading and suspended the rules on Ordinance 2025-25, authorizing an agreement with EK Computer Inc.; second and final action on that ordinance is not recorded in the minutes.
Minutes from the Nov. 17 meeting and a list of bills presented for payment were both approved during the meeting. Eric Bassett moved to approve the minutes (seconded by Rob Bailey) and to approve the bills (seconded by Charlie Martin); in both votes the five council members noted above voted yes and Beverly voted no.
Why it matters: The pay-range and appropriation ordinances set the village’s personnel compensation limits and the spending plan for 2026, while the emergency-authority approvals allow the mayor to sign vendor agreements and the council to fill identified posts without waiting for later readings.
What’s next: The minutes record that applications for an open council seat are being accepted through Dec. 12; the council will make a decision in January. The minutes do not record a second/final vote for Ordinance 2025-25.
