According to the town's account of vendor conversations, James McGrath of East Coast Renewables told staff there would be "no financial obligation" for the town at the reapplication stage. The board discussed likely candidate sites (the old town-hall main-street parking lot, a post-office-adjacent lot, Card Pond and one location near the library) and that the vendor would cover upfront work and installation; any final site choice and level (level 2 vs. level 3) would be determined during site inspections and funding decisions.
A board member noted the public-benefit potential of at least one downtown charger for merchants; another asked whether the town could pick more than one site. The presenter said East Coast Renewables has proposed a turnkey installation and a five-year agreement after which the town would own the stations; vendor representatives have previously negotiated similar terms in which vendor incentives cover installation costs and upkeep during the contract term.
The board unanimously voted to authorize the town contact (via the presenter) to tell East Coast Renewables to reapply and to proceed with the next steps. Staff said they had already provided the requested W‑9 to the vendor. The board did not commit town funds at the meeting; members asked staff to return with details after vendor site inspections and written proposals.
