District updates meal-payment rule to align with USDA CEP; officials say routine student meal debt should end

The Beaufort County School District presented an administrative‑rules update to OS‑37 on March 16 to align its student meal payment and collection practices with a 2023 USDA change to the Community Eligibility Provision (CEP).
Miss Crosby, the district’s finance lead, said the USDA rule lowered the CEP eligibility threshold from 40% to 25%, which allowed the district to implement CEP districtwide on July 9, 2024; she noted Riverview is not included because it operates under a separate food‑service authority account.
Under the updated administrative practice, students covered by CEP are eligible for one free breakfast and one free lunch each school day. Miss Crosby said students may purchase additional meals and a la carte items only if they have funds on the point of sale or an account balance; parents can post funds to student accounts for such purchases.
"So, as a result of the implementation, there should be no unpaid student debts," Miss Crosby said, describing the intention of the updated regulation. The presenter described the change as an effort to bring OS‑37 into compliance with current district practice and federal guidance.
The update was provided for information; the committee had no questions requiring board action. Committee members acknowledged the change and offered no objections during the session.
