San Angelo TIRZ board formalizes policy allowing multiple addresses under one owner to seek funding

The San Angelo Tax Increment Reinvestment Zone board voted to formalize a policy clarifying that owners of multiple properties or multiple addresses within one structure may submit separate funding applications for each qualifying address.

Aaron Van Noy, Director of Planning and Development Services, told the board the change is intended to codify practices staff has followed when funding was available and to provide defensible, consistent criteria for accepting and evaluating such applications. "If you are a property owner and you own multiple properties, you could ask for funding for each property," Van Noy said, adding the board and Council would retain discretion about how much to fund each qualifying address.

Board members discussed typical situations the policy would cover — for example, buildings with separate addressed units or shared walls — and agreed the wording should preserve discretion when funding is scarce or when projects do not fit the program's intent. A motion to adopt the policy as presented, with an instruction to correct typographical errors, passed by voice vote.

The policy does not require the board to fund every eligible address; rather it permits staff to accept and evaluate multiple applications from the same owner and present funding recommendations to the board and, when applicable, to City Council. The change is intended to reduce uncertainty for applicants and provide a clearer administrative record when staff processes applications.

Next steps: staff will correct typos identified by the board and forward the approved policy language to City Council for adoption as part of the TIRZ policy set.
