The fire-inspection amendment, introduced at second reading and described as a request from the Fire Chief to improve inspection efficiency, was accepted after a motion by Councilman Andrew Ferguson and a second from Councilman Donnie Bennett. The council recorded the vote as unanimous (4-0).
Councilman Shawn Allen moved, and Councilman Andrew Ferguson seconded, a separate motion allowing the city's wastewater treatment plant solids to be transported to the Waste Management landfill in Homer on days when the Habersham landfill is unavailable. The council approved that operational contingency unanimously (4-0).
On local projects, Councilman Donnie Bennett moved to proceed with the recommended downtown pavilion upgrade; Councilman Jimmy Davis seconded and the motion passed (4-0). The manager's materials list the upgrade cost as $30,440. Councilman Shawn Allen said the city currently has five downtown events scheduled and supported the expenditure as timely.
Councilman Bennett also moved to accept bids and designate the selected area as a combined dog-and-kid park; Councilman Andrew Ferguson seconded and the motion passed unanimously. Later in the meeting, Bennett moved to proceed with the Gresham and Irvin proposal for the City Hall parking lot and Ferguson seconded; that motion also passed unanimously (4-0).
City Manager Mark Musselwhite presented administrative and financial items during the manager's report, including a GEFA grant update, ARPA payments being moved from reserves, departmental reports and a review of February finances. The meeting's public-comment periods drew no speakers.
The council adjourned at 8:00 p.m.
