Commission approves 20-year energy supply deal to serve Gunter Annex

The Alabama Public Service Commission on April 7 approved a 20-year energy supply agreement between Alabama Power Company and Brewer Garrett Company, along with a companion electric service contract to supply the United States Air Force at Maxwell Air Force Base's Gunter Annex.
Patricia Smith of the Electricity Policy Division told commissioners staff had reviewed the company's detailed project filings and "determined that these contracts are in the public interest." She said the project is expected to begin commercial operation in the fall of 2027 and that staff recommended approval.
Commissioners moved and voted to approve the staff recommendation. Chair Cynthia Almond recorded her "yes" vote, followed by Commissioners Odum and Beeker, each of whom voted in favor.
The contracts were presented as enabling an energy resiliency and conservation project at the Gunter Annex; staff described the filings in the company's application but did not discuss further commercial or financing details during the public meeting.
The commission's approval means Alabama Power and Brewer Garrett can proceed under the terms filed with the commission, subject to any future reporting or compliance obligations the commission may impose. The matter was presented under docket U5502 and will proceed toward the project's planned late-2027 start of commercial operations.
