Rothschild approves 2026 health insurance renewal, election MOUs and calendar changes

He said Delta Dental and Delta Vision premiums would not change and that the Village—s health plan with Security Health Broad showed a 1.77% renewal for 2026. VanDeWalle reported the Village—s 2025 estimated health insurance cost under that plan is $1,197,557.64 and that a 1.77% renewal projects a 2026 cost of $1,218,754.41. By contrast, VanDeWalle said an earlier projection that assumed a 9% increase would have produced an estimated cost of $1,305,337.83, making the 1.77% renewal an estimated savings of $86,583.42. He said employees have been notified and are in agreement with remaining on the same plan.
Jason Jablonski moved to approve the 2026 health insurance as proposed; Bill Schremp seconded and the motion carried 7–0.
The board also approved a Memorandum of Understanding with Marathon County governing WisVote/election services. VanDeWalle described the Village as being classified in the self-provider column of the agreement and noted that Marathon County charges municipalities ongoing costs for managing election data and materials. Deb Ehster moved approval, Bill Schremp seconded; the motion carried 7–0.
Separately, the board approved a Memorandum of Understanding with the Wisconsin Elections Commission covering use of electronic Badger Books and municipal user responsibilities (clerk, deputy clerk and poll workers). The agreement was described as functioning similarly to a software license for municipal users. Deb Ehster moved approval, Sam Stroik seconded; the motion carried 7–0.
The Village also approved canceling the Dec. 22, 2025 Village Board meeting because of anticipated quorum challenges during the week of Christmas (motion by Paul Kennedy; second by Bill Schremp) and approved closing the Clerk—s office to the public on Dec. 26, 2025 while allowing staff to work without consuming vacation time (motion by Jason Jablonski; second by Deb Ehster). Both motions carried 7–0.
