Rothschild board adopts ordinance change to allow checks for unpaid citations before issuing some permits

Administrator Ryan VanDeWalle told the board the change responds to recent Clerk of Courts research into municipal citation collections and mirrors a procedure used by the City of Marshfield. The amendment includes a pre-issuance form to be circulated for permits that require more than one business day to process, such as building, fence, garage and alcohol permits; the minutes note that same-day items such as dog licenses would be exempt so the change does not add routine delays.
Clerk Elizabeth Felkner and court staff participated in drafting the proposed form and process. The board approved the amendment by unanimous vote (motion Schremp/Stroik). The minutes do not specify fines, enforcement timelines or software/process details; staff were directed to circulate the form and proceed with implementation steps.
