Allegany County Ways & Means approves $4.9M audit, CSI funding adjustment, staff hire and $600 donation

The Allegany County Ways & Means Committee on June 24 reviewed routine financial and personnel business and approved several motions to move items forward to the Board or to implement at the department level.
The committee reviewed an audit of claims totaling $4,901,034.75 (including prepaid bills) and voted to forward the audit to the full Board for approval of payment; the motion was made by Legislator Healy and seconded by Legislator Havey and carried. The committee also approved the minutes of its June 10 meeting on a motion by Legislator Bessette, seconded by Legislator Hanchett.
Director of the Office for the Aging Anita Mattison told the committee the Office had budgeted $440 for the 2026 County Budget but will receive $1,373 in State funding through the Congregate Services Initiative (CSI) for 2026. The committee approved appropriations increasing OFA accounts by $933 (A6785.408 OFA C.S.I. – General Supplies $733; A6785.409 OFA C.S.I. – Fees $200) and recognizing $933 in State Aid revenue (A6785.3772.00). The minutes state these funds will be used for supplies and activities at congregate luncheon centers. The request was approved on a motion by Legislator Burdick, seconded by Legislator Bessette.
Mattison also requested permission to fill one full‑time Groundsworker position (AFSCME Bargaining Unit, Grade 9, Step Base–7) in the Office for the Aging. The minutes list an estimated annual salary range of $38,827 to $45,807 and estimated annual benefits of $17,127 to $20,205. The position is funded 100% with State funds and is included in the 2026 Budget. The committee approved the request on a motion by Legislator Burdick, seconded by Legislator Demick.
Commissioner of Social Services Don Horan requested acceptance and appropriation of a $600 donation from the Jack Sheppard Memorial Mission Fund of the First Presbyterian Church to support the Child Advocacy Center (CAC). The committee approved appropriating $600 to A6200.480 (Econ Opp & Dev Contract – CAC) and recognizing $600 in Gifts and Donations revenue (A6200.2705.00); the motion was made by Legislator Burdick and seconded by Legislator Havey and carried.
With no further business the committee adjourned at 1:05 p.m. and the Journal Clerk Tiffany Linn filed the minutes. A legislator‑only caucus was announced to begin at 1:15 p.m.
