Director of Economic Development Ashley Smith asked the Ways & Means Committee on June 24 to authorize Allegany County to apply for up to $1,000,000 in capacity‑building and predevelopment funds from the Ralph C. Wilson, Jr. Foundation.
Under the request, Allegany County would serve as the fiscal recipient and pass up to $500,000 to Advancing Allegany County: Economic Development Organization (AACEDO) for organizational startup activities such as onboarding initial staff and establishing operational capacity. The county also anticipates seeking up to $500,000 in predevelopment funding to support planning and development of a proposed AC‑NY Empowerment Hub, including engineering, architecture, feasibility studies, site assessments, project management and other professional services necessary to advance facility planning and project readiness.
The committee authorized the Chairman of the Board to execute the grant application and any related documents, subject to review and approval of terms by the County Attorney. The motion to authorize the application was made by Legislator Hanchett and seconded by Legislator Healy; the motion carried. The committee directed that a formal resolution be prepared for consideration by the Board.
The request as presented is anticipatory: the transcript records anticipated award amounts but does not indicate any guarantee of funding or an award decision. Preparation of a county resolution and submission of the application are the immediate next steps.
