Office for the Aging seeks CSI appropriation, partners with ACCORD to extend SAFE funds to older domestic‑violence survivors

Anita Mattison, Director of the Allegany County Office for the Aging, told the Human Services Committee on June 17 that demand for services increased in several care categories and that the office needs to finalize federal and state grant accounting and local contracts.
Mattison asked the committee to appropriate an additional $933 after the Congregate Services Initiative (CSI) award for April 1, 2026–March 31, 2027 exceeded budgeted expectations. County budget documents had budgeted $440 for 2026 but the state's award totals $1,373; the requested appropriation increases A6785.408 (General Supplies) by $733 and A6785.409 (Fees) by $200 and recognizes $933 in state aid (A6785.3772.00). The committee approved the request and referred it to Ways and Means.
Mattison also asked the committee to authorize a Memorandum of Understanding with Allegany County Community Opportunities and Rural Development, Inc. (ACCORD) to partner on SAFE funds for older adults experiencing domestic violence (April 1, 2026–March 31, 2029). Under the referral agreement, ACCORD will retain and disburse flexible funding for needs such as food, rental or mortgage assistance, hotel/motel stays, utilities, transportation, legal assistance, and pet supplies; Office for the Aging staff will make referrals and meet monthly with ACCORD staff. Mattison said the MOU is a referral process and that Allegany County does not hold the funds; the committee approved the MOU and the resolution will come off the floor on June 24, 2026.
The committee also approved a $7,904 contract with Cline’s Tent Rental to provide tenting, tables, chairs and a dance floor for the county senior picnic on Aug. 4, 2026, and authorized filling one full‑time Groundsworker position (AFSCME Grade 9). Mattison provided salary estimates for the Groundsworker of $38,827–$45,807 and estimated benefits of $17,127–$20,205; she said the position is funded 100 percent with State funds and is included in the 2026 budget.
Committee Chair Janice Burdick and Mattison noted an increase in older adults seeking employment; Mattison said many of the home‑delivered meals drivers are older adults but current openings are for volunteer substitute drivers.
The committee approved all requests with motions and seconds as recorded in the meeting minutes. The items approved will proceed to Ways and Means or be prepared as resolutions for the full board.
