Marquette County Board of Health approves REHA fee schedule after state DATCP licensing changes

Marquette County’s Board of Health on March 3 approved a revised REHA fee schedule to align local charges with recent licensing and fee‑code changes from the Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP). The motion, offered by Dave Benson and seconded by Mike Raddatz, carried and the schedule will be forwarded to the County Board for inclusion in the county fee schedule.
Health Officer Jayme Sopha reviewed the 2025–2026 fees alongside the proposed 2026–2027 fees and noted the county must remit a larger percentage to the State for facility licensing under the DATCP changes. REHA staff also proposed a small set of new local fees for services that previously had no charge: Plan Review/Consultation (beyond pre‑inspection), Water Lab Testing, and Certified Food Protection Manager. Items shown as “N/A” on the draft indicate a charge is newly introduced rather than a change to a prior fee.
Jessica Jungenberg, REHA manager, summarized DATCP’s two‑step fee increase process and licensing recategorization that prompted the local update: Tourist Rooming Houses are now split into nine license types, Motels and Hotels have three new license categories plus one specialty lodging class, and Recreational Education Camps now may fall under up to six licenses depending on facility complexity. Jungenberg told the board lodging facilities will face an additional DATCP fee increase in 2028 as the second step is implemented.
The board did not record a roll‑call tally in the minutes; the motion to approve the REHA fee schedule was recorded as carried. Forwarding the schedule to the County Board begins the formal local adoption process; the County Board will determine final placement in the County Fee Schedule.
Why it matters: the reclassification and additional state fees can change permitting costs for lodging, camps and other regulated facilities and could affect local businesses and seasonal operators when the second phase of DATCP fee changes takes effect in 2028.
