Jonathan W. Savino sworn in as Windsor Locks first selectman; Mark Whitten named acting first selectman

Jonathan W. Savino was sworn in as First Selectman of Windsor Locks on Nov. 25, 2025, during a special Board of Selectmen meeting at Town Hall. Lt. Governor Susan Bysiewicz administered the oath of office.

The ceremony included oaths for newly seated selectmen. Lt. Governor Bysiewicz administered the Oath of Office to Selectman Mark Whitten, and outgoing First Selectman Scott A. Storms administered the oath to Selectman James E. Cannon III. After the oaths, Storms presented Savino with the keys to the First Selectman’s office, a gavel and the town medallion.

At the meeting, First Selectman Jonathan W. Savino nominated Selectman Mark Whitten to serve as Acting First Selectman "in his absence"; Selectman James E. Cannon seconded the nomination and the motion carried. The minutes record that the motion was carried with all in favor. No public input was recorded during the public comment period.

During selectmen’s comments, Cannon said he was glad to continue serving alongside his colleagues. Whitten thanked voters and said he will represent the town in what he described as the best interests of Windsor Locks. Savino thanked voters and others involved in the campaign and presented former First Selectman Scott A. Storms with a Certification of Recognition. State Representative Tammy Zawistowski, State Representative Jane Garibay and State Senator John Kissel presented Storms with a General Assembly Citation honoring his years of service.

A motion to adjourn the meeting was made by Selectman Mark Whitten, seconded by Selectman James E. Cannon, and the board adjourned at 6:24 p.m.
