Staff said the conservation restriction process requires both the baseline documentation report and a habitat management escrow contract as next steps, and noted the item will return for additional steps this summer (July–August) as council and documentation work proceeds.
Board members described the grant as a conservation win and the project as a multi‑step state process that will come back for more approvals as required by state procedures.
