Attorney Hendricks told the council the resolution does not set a termination date or immediately end service; instead it directs the mayor to meet Alabama Power and explore an "exit ramp" and any costs or conditions attached to ending the agreement. "The resolution as it reads doesn't give a specific date. It authorizes the mayor ... to discuss and exit the contract," Hendricks said during the meeting.
Council members said they supported giving the administration authority to open talks because the police chief identified concerns in the existing agreements. If the mayor and Alabama Power reach terms that require formal action (for example, a contract buyout or amendment), administration staff said the mayor would return to the council for necessary approvals.
What happens next: The mayor's office will meet with Alabama Power to seek options for modification or early termination; the council's authorization permits those discussions but any binding change will require further documentation and, if necessary, formal council approval.
