Murrysville’s council handled a bundle of administrative and capital matters, adopting new procedures for code appeals, advancing fee changes for public advertisement, and approving a set of contracts and settlements.
Code Appeals Board rules: Council adopted Resolution 819‑26 to create rules of procedure for the Code Appeals Board, including membership and staggered terms, appeal filing deadlines (20 days in most cases), hearing scheduling (within 20 days where practical), open-meeting requirements, conflict-of-interest provisions, and a requirement that written decisions be issued within 30 days of a hearing’s close. Chief Administrator Mike said the procedures and a standard application form are now in the municipal Dropbox for council reference.
Fees and ordinances: Council moved to advertise Ordinance 113‑26 (the municipal fee ordinance) to make several changes: increase the policing video-request fee (covered in a separate article), raise residential burning-permit fees (staff suggested $25 annually or $50 for five years instead of the current $5/5-year), set non‑residential burning permit fees at $50 annually, and clarify building-permit fees that were present in permitting software but not shown in the ordinance. The motion to advertise passed; final adoption will follow the public-notice period.
Contracts, transfers and settlements — votes at a glance: - Resolution 815‑26 approved transfer/acceptance of restaurant liquor license R‑16586 for a proposed restaurant at 4425 William Penn Highway (relocating from the Monroeville Mall area). - Renewal of fiduciary liability insurance for Sept. 1–Aug. 31, 2027, at a premium of $6,163 (funded from pension assets) was approved. - Road service/resurfacing contract (2026 CIP) awarded to Russell Standard as low bidder at $204,686.50 (budgeted $250,000). - DPW-6-26 LPL library sidewalk reconstruction awarded to NN Landscaping LLC at $167,492 (budgeted $198,000) to address trip hazards and ADA compliance. - Parks & Rec contract with Ace Pro Pyro LLC for fireworks at the Aug. 8, 2026 concert event approved at $13,000, funded by event sponsorships and programming funds. - Council approved a settlement in principle for case no. 1266 2026 3058 (West Morland County Court of Common Pleas) subject to solicitor review and execution of a final agreement and consent order. - Council approved a joint petition and stipulation resolving assessment appeal no. 5475 filed by Erie Indemnity Company / Erie Insurance Exchange for property at 1000 Ridge Lane.
Several motions passed by voice vote; when the transcript recorded opposition it did not record a full roll-call tally. Many of these items were described by staff as routine or previously discussed at public hearings or in executive session. The council announced a further brief executive session on legal matters following the meeting and adjourned.
