Kiskiminetas Township adopts oil-and-gas ordinance, OKs CNX lease and amusement tax

Kiskiminetas Township’s Board of Supervisors on May 13 adopted two ordinances and approved several administrative actions, including an oil-and-gas lease that sets payments at $2,500 per acre and 16% royalties.
Chairman Bob Ross called the meeting to order at 7:00 p.m. and the board moved quickly through routine business. Supervisor T. Tardivo moved and Supervisor M. Long seconded approval of the April meeting minutes; the motion carried. The board then approved the April treasurer’s report and the April payable voucher list.
Interim Township Manager Jason Dailey reported that the township engineer had completed reviews for CNX and was wrapping up the Sawyer Lane stormwater review. The board noted receipt of bonds and permits from CNX and Eastern Gas.
The board adopted Ordinance No. 1 of 2026, amending Section 414 (Oil and Gas Exploration and Mineral Extraction). The motion to adopt the ordinance was made by Supervisor T. Tardivo and seconded by Supervisor M. Long; the transcript records the motion carried. The board also adopted Ordinance No. 2 of 2026, establishing an amusement tax on electronic skill games (motion by T. Tardivo, seconded by M. Long; motion carried).
Separately, the board approved an oil-and-gas lease for township public works property with CNX, authorizing payments of $2,500 per acre and 16% royalties. The motion to approve the lease was made by Supervisor M. Long and seconded by Supervisor T. Tardivo; the transcript records the motion carried. The board authorized the public auction of Police Car 5 and a 2023 Tahoe and voted to table action on proposed building repair contracts. The board also approved a $400 donation to Westmoreland Cleanways to assist with electronics collection events in 2025 and 2026.
Reports from the Police Department (Sgt. Tessmer), Public Works, and Fire and Codes were provided to the board. During public comment, Ken George spoke about an ongoing civil matter with a neighbor and said he was awaiting follow-up from the police department; Chairman Bob Ross suggested Mr. George contact the Township Manager for follow-up.
The board adjourned at approximately 7:22 p.m.
