Union City Borough Council on Aug. 13 authorized a package of infrastructure and property actions, including awarding a $22,295 contract to repair a sinkhole at Municipal Lot #1 and approving multiple easements and property transactions.
Streets Supervisor Bob Phillips and consultants recommended replacing a 24‑inch clay tile, reconnecting pipe segments that fed the sinkhole, installing a larger catch basin adjacent to the sinkhole and replacing approximately 10 feet of pipe. Two written estimates were presented: Mansfield ($22,295) and McLallen Construction ($23,450). Councilor Steadman moved and Councilor Osborn seconded a motion to hire Mansfield to complete the work at $22,295; the motion carried unanimously. The borough is to provide a truck during the project.
Council approved a retroactive easement with property owner Anthony Hickey at 104 East High Street related to a PennDOT catch basin installation; under the agreement the property owner will dig and maintain a ditch and install a pipe to connect the PennDOT basin to the borough’s catch basin, while the borough accepted responsibility for two catch basins and roughly 60 feet of connecting pipe.
The council accepted the 2025 minimum municipal obligation figures presented by Borough Manager Cindy Wells — $48,029 for the non‑uniform pension and $0 for the police pension — and approved the MMO by motion. Council also approved a subdivision combining portions of 92 West High Street with 88 and 90 West High Street after Erie County Planning approved survey maps.
Separately, council approved a retroactive purchase of a small parcel adjoining Municipal Lot #3 for $500, contingent on survey completion and solicitor paperwork. Council also authorized an easement with the American Legion to install and maintain a kayak/canoe launch along French Creek; the project is being funded by the Pennsylvania Fish and Boat Commission and the Pennsylvania Environmental Council.
Council agreed to change its regular meeting schedule (Sept.–Apr. 2025) to the first and third Monday of each month at 6:30 P.M.; upcoming meetings were set for Aug. 27 and Sept. 16, 2024. The meeting adjourned at 7:06 P.M.; a post‑meeting executive session ran until 7:52 P.M. with no action taken, per the minutes.
