Cerro Gordo County adopts plans, awards contract for Rockall maintenance-facility soil, grading and utilities work

The Cerro Gordo County board unanimously adopted plan specifications and moved to award the construction contract for the Rockall secondary roads maintenance facility soils correction, grading and utilities project following a public hearing.
At the hearing a county project presenter described the work as a unit-price contract that "includes all labor, materials, and equipment necessary to perform soil corrections, creating any utility improvements for a future building project" and said the scope covers excavation of approximately 2,460 cubic yards of unsuitable material, import and placement of roughly 2,460 cubic yards of fill, construction of sanitary sewer and water service lines, erosion control and cleanup. The presenter's figures included an engineer's estimate of $259,721 and a listed completion date of Sept. 4, 2026.
Staff told the board there was one arithmetic error identified in the bid tabulation from the prior opening that altered the apparent low bidder. After recalculation the low bid for excavation stood at $257,985; staff recommended awarding to Cole Excavation. The board moved to adopt Resolution 2026-35 awarding the contract to Cole Excavation and then approved Resolution 2026-36 to approve the contract and bond subject to county staff and engineer review. Both votes were recorded as in favor.
Board members and residents pressed staff on operational implications for other county facilities. One staff member, Brandon, said the new building will provide more flexibility for seasonal operations and estimated that fully repairing the existing Rockwell building to desired standards would cost "about $300,000," while stressing that the current project (soil corrections and utilities) is a separate necessary step.
Staff said plan submission and bidding remain dependent on final plans; the county expects plan completion from the designer and will set bid-opening dates when plans are ready. The board also adopted Resolution 2026-34 earlier to adopt the plan/spec documents and the engineer's estimate.
The board recorded its approvals by voice vote and the project will move to contract review and bonding steps before construction procurement and scheduling.
