Deephaven council approves consent agenda, certifies delinquent utility charges and hears police report

The Deephaven City Council on Oct. 7 approved its consent agenda, adopted a resolution to certify delinquent utility charges to the property tax roll, and heard updates from city departments and external partners.
A motion by Councilmember Steve Erickson, seconded by Councilmember Troy Jewett, carried unanimously to approve the consent agenda, which included approval of the Sept. 16 workshop and regular meeting minutes, verified claims, the 2025 Prosecution Service Agreement, a resolution establishing the 2024 Truth in Taxation public hearing, and a special event permit for Sara and Alan Dale.
During Matters from the Floor, resident Jim Friedlander of 4167 Heathcote Rd asked the council, "Can we look at a 'Use it or Lose it' agreement," urging the city to consider policies addressing unused boat slips.
The council held a public hearing on delinquent utility charges; no members of the public spoke. Councilmember Steve Erickson moved to close the hearing, and the council approved Resolution #41-24 authorizing certification of delinquent utility charges and fees for services to the property tax roll (motion carried 5'0to'').
In planning business, the council approved a Conditional Use Permit for an 11-square-foot blade sign for 'Driip' at 18258 Minnetonka Boulevard; the sign will be aluminum, non-illuminated and placed beneath The Dental Specialists sign. The motion to approve was made by Councilmember John Studer and seconded by Councilmember Steve Erickson and passed 5'0to''.
City Administrator Dan Madsen reviewed the city's 2024 Goals and five-year goals in a third-quarter status report; items noted as not started included the Village Hall Project and the St. Louis Bay Dock Expansion, while other initiatives such as the road replacement plan and a study for City Hall renovation were described as in progress. No actions were taken on the goals review.
Madsen also reviewed a proposed increase to 2025 marina fees; Mayor Kent Carlson said the council will revisit Marina Rules and Regulations in spring 2025.
Police Chief Cory Johnson reported several vehicle break-ins; he said Officer Zach obtained photos of a woman and distributed them to Crime Watchers. The minutes note the city issued 494 parking permit violation notices this year. Councilmember Steve Erickson reported for the Excelsior Fire District that a replacement fire truck is due in December and that the district is evaluating funding options to replace a chiller system.
Councilmember Steve Erickson moved to adjourn at 7:45 p.m.; Councilmember John Studer seconded and the motion carried unanimously. The minutes were typed and respectfully submitted by City Clerk Kimberly Lenarz-Greenwaldt.
