Council approves driveway turnout, allows 28.7% hardcover at 19990 Minnetonka Boulevard

The Deephaven City Council on Oct. 7 approved a conditional use permit allowing the property at 19990 Minnetonka Boulevard to exceed the city's 25% hardcover limit, raising the hardcover to 28.7% to accommodate a driveway turnout and a backyard patio. The motion carried 5–0.
Planning Director Pat Smith presented the staff report, saying the existing house was completed this year and that the applicant wants a turnout so vehicles can drive forward onto Minnetonka Boulevard rather than back out. Craig Norby, the property owner, told the council the patio already exists and that the area proposed for a rain garden is currently landscaped with hostas; he also said the house gutters are already connected underground to that area.
Councilmember Troy Jewett moved to accept staff and Planning Commission findings and approve the conditional use permit with a condition requiring 67 cubic square feet of stormwater mitigation; Councilmember Emily Scherschligt seconded the motion. Mayor Kent Carlson and Councilmembers Steve Erickson and John Studer voted in favor.
The approval allows the constructed patio and the planned turnout to remain in place while mandating the specified stormwater mitigation. No appeals or additional conditions were recorded in the meeting minutes.
