Board schedules Aug. 11 public hearing on Tile 129 repair; engineer estimates $756,000

The county's engineer presented an engineer's report on CD 41 lateral 162 (Tile 129), describing significant deterioration in portions of the shared Kossuth-Minnesota drainage tile and recommending repair work to restore capacity. The board voted to approve the report and scheduled a public hearing for Aug. 11 at 9:00 a.m.

The report lays out a county-to-county approach: Minnesota will repair its portion under a repair classification that avoids the more strenuous improvement process used for optional expansions in that state, while Kossuth's portion is proposed as a repair project in Iowa. The report indicates the split of benefits is approximately 84% to Kossuth County and roughly 15% towards Faribault/Minnesota for repairs and future work on the shared 129 system.

Cost estimates attached to the report list replacement of the East Main Tile work on private lands at about $600,000, an Iowa road crossing estimated at $19,000, and total repair costs of approximately $756,000 (roughly $500 per acre). Engineers said repairs would significantly increase current drainage capacity and that Minnesota's pre-construction meeting is scheduled for July 10 in Blue Earth; Minnesota's construction is expected to begin first, with Kossuth's work following so the two efforts align at the outlet.

A formal hearing must be scheduled at least 40 days after receipt of the report with notices sent 20 days in advance; the board set Aug. 11 as the hearing date and asked staff to publish notices and move forward with bid and hearing timelines. No final construction contract was approved at the meeting; the hearing will allow landowners and the public to comment before the board takes additional action.
