Commissioners approve two preliminary plats and several contracts; vouchers include $1.58M payment for EMS Station 1 work

Planning staff recommended and the board approved the Winter Park Ranch preliminary plat for seven townhomes (one fourplex and one threeplex) with 13 conditions addressing driveway dimensions, drainage, parking and landscaping. Staff noted a requested variance for driveway length under county road-and-bridge standards and said the fire department approved the proposal with conditions.
The board also approved the Fraser’s Ridge preliminary plat, a nine-lot subdivision on roughly 10 acres. Community development staff explained the applicants completed a water-augmentation plan that permits 3.21 acre-feet per year and allows two wells for indoor uses and limited livestock watering; East Grand Fire required residential sprinkler systems, eliminating an earlier requirement for secondary access. The county approved Fraser’s Ridge with three conditions tied to internal roads, water and fire-safety notes.
Project manager Jeff Hickam presented a well-drilling contract with Weingar Well Services for a future road-and-bridge shop (not-to-exceed $49,307.77, estimated depth ~500 feet) and Amendment 2 to a services contract with Rocky Mountain Civil Consulting for EMS Station 1 design work (a clarified not-to-exceed amount). Both were approved and the chair was authorized to sign.
Finance presented vouchers totaling $1,825,034.18 across 88 payments; the largest single payment was $1,581,798.04 to Big Valley Construction for October work on EMS Station 1. A commissioner moved to approve the vouchers and wire payments for disbursement; the motion passed with recorded 'Aye' votes.
