Adrian staff report progress on three grants; commission sets CDBG public hearing

Acting City Administrator Will Sadler briefed the Adrian City Commission on three grant efforts at the June 29 special meeting and said each was progressing.
Sadler reported the downtown public-amenities grant ($75,000) has an approved amendment to relocate some work away from the town square, and staff are assembling quotes for public art, tables, chairs and a water bottle-filling station; the contract schedule requires work be completed by Aug. 31.
He said the MISTA home-improvement grant (about $400,000) is moving through income-verification and the city had roughly 60 applicants; the program carries a $25,000 per-home maximum. A larger grant originally described as $1.5 million was re-scoped toward home-improvement grants and is expected to be closer to $1.0 million, which staff estimated could aid about 33 homes at the $25,000 per-home cap, depending on scope.
Staff noted some spending depends on external schedules and bid timelines: the low bidder for the town-square work is Midwest Contracting, and road-construction timelines mean some projects cannot be completed before Dec. 31 unless an extension is approved by the funding partner; Lenway Now staff are working with MEEDC on a possible extension through September 2027.
The commission unanimously adopted Resolution R26-056 to set a public hearing on a proposed CDBG application; staff said they will hold a special meeting/public hearing on July 13 so the application can be completed by a July 15 deadline. Commissioners thanked staff for the quick work organizing the grant applications and asked for follow-up reporting on inspection schedules and applicant verification.
A number of procedural and implementation questions remain, including exact addresses and inspection schedules for MISTA applicants and whether particular road and bike-loop components can be completed before the funding deadlines; staff said they are working to obtain that information and will report back.
