Grand County approves CDPHE MOU for rapid HIV/syphilis test kits and funds for Headwaters Trails Alliance

Hannah Weine, deputy director of Grand County Public Health, told the board staff placed an MOU with CDPHE in the meeting packet to continue provision of rapid testing kits. A commissioner moved to approve the MOU and authorized the chair to sign; the motion passed. The MOU extends the county’s access to free rapid testing kits for use by county public‑health staff and partners.
Separately, staff summarized three Headwaters Trails Alliance MOUs: 2026 field work at $133,500, 2026 winter grooming at $23,000, and a two‑year operational funding agreement for $170,000. Commissioners moved to approve the memorandums and accepted an insurance‑waiver adjustment discussed at prior meetings; motions passed.
Staff said the trail MOUs and operational funds support trail maintenance, grooming and operational continuity for the alliance. Commissioners recorded the approvals by motion; staff will follow up on contract execution and any insurance waiver documentation required by county risk management.
