Grand County OKs redistribution of open‑lands ballot administrative surplus and approves $463,964 in vouchers

The Grand County Board of County Commissioners on Feb. 17 approved the finance office’s request to redistribute accumulated administrative fees within the Open Lands, Rivers & Trails fund so the county can use them for trail maintenance, wildfire mitigation, open‑lands and river work.
Finance Director Selena Bell told the board the fund currently holds about $653,000 in administrative fees. Bell proposed reallocating $323,000 tied to a 2016 ballot fund across trail maintenance and open‑lands/rivers buckets and moving $155,000 from the 2023 ballot fund into trail maintenance and wildfire mitigation, while retaining enough fees to cover this year’s professional services and treasurer fees. “It won’t affect the fund balance. All the money stays in there,” Bell said.
Commissioners discussed whether the reallocations would be recurring and Bell said the process would likely be annual if administrative fees continue to accumulate. A commissioner moved to authorize the redistribution; the motion passed by voice vote.
Vouchers: Bell also presented weekly warrants totaling $463,964.53 for approval, including $131,070.91 to the Grand County Housing Authority for fourth‑quarter 2025 support for Cliff View and $91,292.16 to Blackwell Oil for bulk fuel. Commissioners approved releasing the payments on Feb. 18.
