The Phase 6 concept discussed for Grand County would extend the line along US 40 to Winter Park/Fraser, include a Berthoud Pass tunnel and provide double-track where required. The presenters projected tens of thousands of annual riders for the Grand County segment and presented a financing model that would sell power and install rooftop solar plus battery systems on tens of thousands of homes to generate revenue to cover construction bonds and operating costs.
Commissioners asked detailed questions about capital estimates, rights-of-way, interactions with CDOT and Union Pacific, hydrogen production and water use, and whether existing approvals in other corridors would speed federal or state permitting. The presenters acknowledged wide uncertainties, clarified that some cost figures in slides were misstated and described a long timeline for delivery, but they asked the board for a steering-committee seat, informal support and to be kept informed as the concept matures.
No formal county commitment or funding request was made at the meeting; the presentation was heard as an informational workshop and commissioners reserved further judgment pending more refined technical and financial materials.
