County approves insurance waivers and MOUs for trail groups and Open Lands partners

Cameron Stone (Grand Lake Trail Grooming) and Myra (Headwaters Trails Alliance) described insurance market limitations for winter trail grooming operations and said that meeting the $1.2 million requirement would impose disproportionate costs (one vendor estimated an extra $5,000–$6,000 in premiums just to reach $1.5M umbrella coverage). The county attorney advised that waiving exposure creates potential liability for the county and recommended careful review; commissioners noted varying county practices statewide and accepted staff recommendation to approve waivers for the specific grants on this cycle.
The board approved a waiver for Grand Lake Trail Grooming and a grouped waiver for three Headwaters Trails Alliance MOUs, then approved MOUs for Grand County Wildfire Council, YMCA Rockies, and Colorado Open Lands as presented.
The board also directed staff to place a future agenda item to consider standardizing insurance requirements across OLRT MOUs.
