Grand County approves IGA to provide human services to Jackson County

Deb Ruttenberg, Grand County’s director of human services, presented an intergovernmental agreement (IGA) the board approved Jan. 20 that lets Grand County continue to provide human services to Jackson County residents. Ruttenberg said the only substantive changes to the document were updated amounts for the attorney and associated staff costs. She asked the board to sign the agreement first so she could take it to the Jackson County commissioners next week for their signature; the board approved the request.
Ruttenberg said the IGA begins immediately upon signature and is effective through Jan. 15, 2027. Commissioners praised the regional cooperation and the department’s work at the state level. The board’s vote was unanimous.
Why it matters: the agreement preserves regional access to human services for Jackson County residents and clarifies the financial and staffing commitments between the two counties.
Next steps: Grand County will forward the signed IGA to Jackson County and obtain the fully executed agreement once Jackson County’s commissioners sign.
