Port Clinton council adopts six ordinances including temporary appropriations and park design work

Port Clinton City Council on Dec. 10 adopted six ordinances including temporary appropriations for early 2025, ODOT shoreline revetment participation, $49,500 in ARPA-funded design work for Water Works Park Phase 1, establishment of an IRA urban forestry fund, the Street Improvement Bond 2024 fund and higher blanket purchase order limits. All ordinances passed unanimously.
Port Clinton City Council unanimously adopted six ordinances at its Dec. 10 regular meeting, approving short-term spending authority, project funds and administrative housekeeping measures.
The council adopted Ordinance 21-24 to appropriate funds to cover city operations for January and February 2025 while city staff prepares a full budget, after waiving the three-reading requirement. The council also approved Ordinance 22-24, authorizing the director of safety and service to participate with the Ohio Department of Transportation on shoreline revetment restoration along State Route 163/West Lakeshore Drive and retaining the ordinance’s emergency clause.
Council approved Ordinance 23-24 to authorize design services for Water Works Park Phase 1 recreation improvements and obligate $49,500 of remaining American Rescue Plan Act funds for survey and site-prep/design work. Ordinance 24-24 establishes an IRA Urban Forestry Fund to manage a reimbursement forestry grant; Ordinance 25-24 names the Street Improvement Bond 2024 Fund and facilitates payment for road work completed using USDA street improvement funds; and Ordinance 26-24 raises the blanket purchase order amount limit to comply with State Auditor guidance. For each ordinance, council waived the statutory three readings, retained emergency clauses where noted, and adopted the measures by roll-call votes of 7–0.
The actions were advanced quickly at council’s request because the administration cited timing constraints and audit or grant requirements that make prompt adoption desirable. The Finance Committee met earlier that evening to discuss the temporary-appropriations ordinance.
The council also confirmed an administrative schedule change: the Dec. 24 council meeting was moved to Dec. 17, 2024, at 6:00 p.m. The meeting adjourned at 7:21 p.m.
