Board members invited Jeff, identified in the meeting as "Jeff from Americo," to summarize the proposal. Jeff said inspections found asbestos in the building and provided a preliminary cost estimate. "There's asbestos there," he said, and described a package that would include full drawings, bid documents and construction oversight so the authority would receive qualified bids. He said soil remediation around the building—an unknown factor because the site floods and contaminated soil can reappear after flood events—was the primary uncertainty affecting the total cost estimate.
The board moved and seconded a motion to proceed with a professional-services agreement with Americo for asbestos-removal design and bidding documents; the authority voted aye and approved the contract.
Staff said once the professional services are complete the site should be ready for demolition and disposal work to proceed under a separate construction contract.
