Bardstown council approves city code supplement, $71,000 underground-electric contract and joint subdivision rule changes

At its April 8 regular meeting, the Bardstown City Council voted unanimously to accept a $71,000 bid from Superior Technologies to complete underground electric work at My Old Kentucky Home State Park and to adopt Ordinance B2025-05, the 2025 S-27 supplement to the municipal Code of Ordinances.
Councilman Franklin Hibbs moved to accept the low bid for the underground electric project "in the amount of $71,000.00 by Superior Technologies." The motion was duly seconded by Councilman Roland E. Williams and carried 6-0.
City Attorney Audrey Haydon-Blackmon read Ordinance B2025-05, which adopts the 2025 S-27 supplement prepared by American Legal Publishing Corporation. Councilman Roland E. Williams moved to adopt the ordinance as read; Councilman Franklin Hibbs seconded. The mayor called the roll and the ordinance was adopted by a 6-0 vote. The ordinance will be recorded in the ordinance book as required by law.
The council also approved amendments to the joint City-County subdivision regulations after Planning Commission Director Shawn Moore presented the proposed changes. Councilman David Dones moved to approve the amendments as presented; Councilman Joe Buckman seconded and the motion carried 6-0.
On economic development, Councilman Franklin Hibbs moved to approve Resolution R2025-04 authorizing occupational tax incentives for Heaven Hill Distilleries, Inc.; Councilman Bill Sheckles seconded and the resolution passed 6-0.
Taken together, the votes advance a set of routine administrative and capital items: code maintenance through the official supplement, a contracted infrastructure repair at a state park, updated subdivision rules, and a local tax-incentive agreement. The council adjourned at 8:04 PM.
What happens next: the ordinance supplement will be published as required by law and the accepted bid will proceed under the contracting process. The subdivision regulation amendments and the Heaven Hill incentives will be implemented per their administrative timelines and any applicable reporting requirements.
