Bardstown council unanimously approves HRB recommendations, road-aid contract and loan application

The Bardstown City Council on April 22 unanimously approved a set of routine but consequential items including two Historical Review Board recommendations, a municipal road-aid contract and a loan application to the Kentucky Infrastructure Authority.
City Attorney Audrey Haydon-Blackmon presented Certificate of Appropriateness application COA-25-07 for Event Horizon Arcade at 8 Old Bloomfield Pike; the HRB recommended approval of the proposed signage with a white border around the word "Horizon." The council then approved COA-25-08, which would allow Bardstown Baptist Church to remove a large tree at 320 N. 3rd Street on condition that the church plant one large-growth replacement tree on the property. Councilman Franklin Hibbs moved to accept the HRB recommendations, Councilwoman Betty Hart seconded, and the motion carried 6-0.
The council also approved Resolution R2025-05, authorizing Mayor J. Richard Heaton to execute a contract with the Kentucky Department of Rural and Municipal Aid for a co-op program that will provide $317,164.53 in road-improvement funding beginning July 1, 2025. Councilman Bill Sheckles made the motion, Councilman Roland E. Williams seconded, and the vote was 6-0.
Separately, the council approved Resolution R2025-06 authorizing the mayor to submit an application to the Kentucky Infrastructure Authority for a Revolving Fund B loan to support the Gunning Pump Station and force-main upgrade project. Councilman Joe Buckman moved the measure, Councilman David Dones seconded, and the motion passed unanimously.
Other formal actions taken by unanimous consent included approval of the minutes from the April 8 regular and special meetings and the approval of a cemetery deed for Peggy Downs.
The council adjourned at 7:30 PM.
What happens next: The KIA loan application will proceed through the Kentucky Infrastructure Authority process and the municipal road-aid contract will be executed by the mayor as authorized by the council.
