Placer supervisors agree to allow two pending Tier‑2 deferral requests, direct staff to end program for future applicants

Placer County supervisors on June 30 directed staff to allow two pending Tier‑2 fee‑deferral requests to continue through the county’s process, and to return with an item terminating the program for any future development.

Public Works staff described the Tier‑2 deferral program, a post‑2008 tool that allows developers to defer a portion of transportation fees and repay them through long‑term community facilities district (CFD) structures. Rich Moorhead explained Roseville has used the program extensively; as a result, the county has roughly $31.5 million in deferred fees tied to growth areas that could otherwise help fund Placer Parkway.

Developers from JMC Homes and Woodside (Placer Vineyards Property 2; Placer Ranch Phase 1A) asked the board to keep the program available so projects planned under the assumption of deferred fees are not disrupted. Supervisor Gore and others said they did not want to “change the rules mid‑stream” for projects already in process, but expressed concern about continuing new deferrals now that the county is advancing cash to build Placer Parkway.

Dimitay moved — and the board seconded — a motion allowing the two developments currently in the pipeline (Placer Vineyards Property 2 and Placer Ranch phase 1A) to proceed with fee‑deferral applications while directing staff to return with a plan to terminate the program for future applicants. The motion passed unanimously.

County staff will bring back an item formalizing the termination and describing implementation details for existing applicants, including procedural steps through the South Placer Regional Transportation Authority (Sparta) and CFD formation requirements.
