Shane Peterson of Elken Water said the site lies about a quarter‑mile from the river in an area with steep terrain to nearby public roads; he told commissioners the company had worked with consultants and considered alternatives and that this location was the best available. Peterson said Elken would be responsible for moving the section line back to public use if required and would include any necessary language in the contract.
Commissioners asked whether the request had passed through county planning and zoning; staff confirmed that it had. After discussion and a motion to approve, the board voted in favor with a roll call. Staff and the company agreed to formalize terms for removal in the contract documents.
The approval includes the condition that Elken secure and bear costs associated with moving the section line if a public road is ever required at the site.
