She described 15 years’ prior service on the Stonington Inland Wetlands Commission, including terms as vice chair and chair, a master’s degree in hydrogeology and work as a licensed environmental professional. "I have both experience professionally and as a volunteer," Downey said, and said she would seek to help residents navigate wetlands permitting while protecting recharge areas and groundwater.
The board conducted a phone interview with Joe Gilbert for the Waterfront Commission. Gilbert said he had read the waterfront commission ordinance and the conflict policy and confirmed no anticipated conflicts. He said he currently serves as vice chair of the Milford Harbor Management Commission and described experience in fisheries, commercial and recreational boating, marine construction and permitting. "I can offer the town practical and experience guidance with any business that comes before the commission," Gilbert said, and added he hoped to act collaboratively and without controversy.
