Board questions facilities process as architect bids move forward

At issue was work underway by CSG consultants to complete district educational specifications and a recent RFP that drew bids from five engineering firms. Several members said they were concerned an October RFQ for architectural services had been issued before the full board had reviewed or weighed in on the educational specifications. Board members requested a clear timeline and asked CSG to present the process to the full board so members can submit questions in advance.
Board members described two related concerns: preserving the board’s educational priorities as plans are translated into design work, and whether the facilities subcommittee’s role should be enlarged or transferred in part to a town-level building commission that would include additional stakeholders. The consultants told the board that district conceptual planning and estimating is anticipated to run January 2–April 30, 2025, and that some work can proceed in parallel so schedules do not stall. Board members responded that parallel work should not sideline the board’s responsibility to define educational needs before plans are finalized.
The board asked staff to compile questions and to invite Jim Juliano of CSG (the consultants) and the community engagement specialist to a January meeting so they can explain the steps, what architects will be asked to do at each phase, and how drafts of the educational specifications will be reviewed and revised. Members also asked that the facilities subcommittee receive early sight of any architect bids and that the group clarify the composition and voting status of any larger town committee proposed to support the work.
The meeting record shows board members repeatedly urging that design decisions be driven by the ed-specs and strategic plan rather than letting external committees or early architectural concepts define the educational program. The board scheduled follow-up discussion in January and asked staff to circulate a timeline and a shared question list ahead of the planned CSG presentation.
