Osceola council amends Veenstra & Kim agreement, advances WWTP NPDES engineering work

The Osceola City Council on Aug. 19 unanimously approved amendments to its engineering contract with Veenstra & Kim to support continued work on downtown improvements and the city’s Waste Water Treatment Plant (WWTP) NPDES permit reissuance.

Randy Johnson of Veenstra & Kim briefed the council on the status of the downtown project and later updated members on the WWTP project and the technical work needed for permit reissuance. Council moved to amend the firm’s agreement to include a time-and-materials provision with a not-to-exceed cap, and then approved an amended Engineering Services Agreement specifically for NPDES permit reissuance.

Council member Luci Sullivan made the motion to add the time-and-materials provision; Sonya Hicks seconded. Council member George Fotiadis moved, and Council member Jose Vargas seconded, approval of the amended engineering services agreement for the NPDES permit. Roll-call votes were recorded as unanimous among members present at the time of each vote.

City Administrator Ty Wheeler also provided project updates during the meeting; no additional action was required on the downtown update. The engineering contract amendments clear the way for Veenstra & Kim to continue permitting and design tasks associated with the WWTP project and associated federal compliance work.

Next steps noted by staff include continued engineering work under the amended agreement and progressing pay estimates and contract work connected to the WWTP project, which the council approved later in the consent agenda.
