Osceola council approves wastewater job description and consent agenda; tables air-quality engineering

At its Aug. 5 meeting the Osceola City Council approved an updated job description for the Assistant Waste Water Superintendent/Chief Plant Operator and approved the consent agenda that included Contract 5, Pay Estimate 4 for digester repairs in the amount of $208,744.00. The job description approval was moved by Councilmember George Fotiadis and seconded by Councilmember Jose Vargas; the vote on the consent agenda was moved by Fotiadis and seconded by Thomas Bahls and carried unanimously.
The council also voted to table an engineering services agreement for air-quality permitting until the next meeting; that motion was made by Thomas Bahls and seconded by George Fotiadis and carried by unanimous roll-call. The consent packet contained an itemized list of claims and fund recaps and recorded May and June 2025 revenue totals by fund. Major line items called out in the minutes include Veenstra & Kimm Inc. (Sewer project invoice of $92,374.80) and a $208,744.00 pay estimate for digester repairs under Contract 5.
Andrew Clark of CCDC provided an overview of ongoing CCDC projects earlier in the meeting. City Administrator Ty Wheeler gave routine project updates. The minutes show no extended debate on the wastewater position or the digester payment; both items were approved as presented. The council adjourned at 8:02 p.m.
