Perkiomen Township rejects low bidder, awards 2025 road contract to Sacks & Sons

Township Engineer Nicholas Szeredai told the Perkiomen Township Board of Supervisors that eight bids were opened Feb. 19 for the 2025 Road Project. Harris Blacktopping, Inc. submitted the lowest monetary bid but was determined to be ineligible under the bid specifications because it is prequalified only as a PennDOT subcontractor rather than a PennDOT Prime Contractor. Szeredai recommended rejecting Harris’ bid and awarding the contract to the next lowest responsible bidder, Sacks & Sons, Inc., with a contract value of $153,552.80.
The board voted 5-0 to reject the Harris bid, authorized Solicitor Kenneth Picardi to notify Harris of the decision, and voted 5-0 to award the contract to Sacks & Sons of Zieglerville, Pennsylvania. The board also authorized the township manager to sign contract documents pending solicitor review.
Engineer Szeredai emphasized bidder qualification requirements in the public-works procurement process; no appeals or protests were recorded in the minutes.
