Board approves Fox Heath sidewalk plan with reduced cartway and curb radii

The Perkiomen Township Board of Supervisors on Aug. 6 approved a concept allowing the Fox Heath Homeowner’s Association to install a sidewalk along the east side of Fox Heath Boulevard, from Seitz Road to Equestrian Lane, and granted waivers to reduce the street cartway width and curb return radii.
Owen Hyne, president of the Fox Heath Homeowner’s Association, presented a concept plan prepared by Van Cleef Engineering and requested the board allow a 32-foot cartway (reduced from the township’s 36-foot standard for collector roads) and curb radii reduced to 30 feet (from 35 feet). Hyne said the reduced cartway and radii would permit a grass buffer and sidewalk to be installed largely within association common areas and the right-of-way.
Township staff reviewed the concept during the meeting. John Moran Jr., code enforcement/fire marshal, said he had discussed the design with the township engineer and would be comfortable with the reductions provided the Association demonstrates that emergency-service vehicles can make required turning movements. Road Master Shawn Motsavage said a consistent cartway width would aid maintenance, and Township Engineer Nicholas Szeredai said the proposed width was adequate for the roadway. Manager Cecile Daniel added she did not expect the change to affect PennDOT liquid-fuels allocations.
Pamela Margolis moved, and Albert Campion seconded, a motion that—in an atmosphere of cooperation—the board grant the requested reductions in cartway width (36 to 32 feet) and curb return radii (35 to 30 feet), subject to demonstration of adequate turning clearances for emergency vehicles. There were no public comments. The motion carried 5-0.
Under the approval, the Fox Heath HOA will be responsible for final design, construction, and ongoing maintenance of the sidewalk and related improvements; final designs remain subject to township review and approval.
The board did not set a construction schedule at the meeting. Manager Daniel said earlier cooperation between the township and the HOA (for MS4 easements) informed her recommendation that the township consider the request cooperatively; she noted the township previously covered engineering costs on similar cooperative projects.
