Osceola City Council sets public hearings on alley vacation and rezoning, approves Christmas permit and $447,319 downtown payment

The Osceola City Council on Nov. 5 voted unanimously to set two public hearings and approved routine business items including a large pay estimate for the city’s downtown project.
Council approved Resolution 2025-43 to schedule a public hearing on the proposed vacation of the east-west alley in Block 2 of Howe’s Addition for Nov. 18, 2025, at 7:00 p.m. and approved Resolution 2025-44 to schedule a public hearing on rezoning properties in the 200 block of North Osceola from R-2 to R-3 for Nov. 21, 2025, at 7:00 p.m. George Fotiadis moved the resolutions; motions carried on unanimous roll call votes.
The council also approved a special-events permit for Christmas in the Park on a motion by Thomas Bahls, seconded by Jose Vargas; the motion carried unanimously.
The meeting included an opened-and-closed public hearing on a proposed amendment to the B-3 Interstate Commercial zoning district related to auto repair uses. The council opened the hearing on a motion by George Fotiadis, seconded by Sonya Hicks; after recording no public comment Luci Sullivan moved to close the hearing, seconded by Hicks. The council took no action on the amendment at this time.
On routine business, the council approved the consent agenda, which contained bills and claims, approval of Oct. 21 minutes, a Grade II pay increase for Cody Caldwell to $26.32 per hour, Pay Estimate 11 for the Central Business District Project for $447,319.81 and Pay Estimate 7 for Contract 5 — Digester for $10,510.00. The consent agenda motion was made by George Fotiadis and seconded by Jose Vargas and passed by unanimous roll call.
City Administrator Ty Wheeler gave project updates; City Clerk Britanee Ward-Case and Police Chief Marty Duffus each reported they had nothing to add. Council members raised questions about local projects including Winterset’s recreation field complex, horse trails and NEW Coop roadway access, the O-Hi Program and the condition of trees around Q-pond trail.
With no further business, the council adjourned at 8:23 p.m. The resolutions set formal public hearings; staff will publish notice per the resolution instructions and return the items for possible action at the scheduled hearings.
